The American Recovery and Reinvestment Act of 2009, more commonly referred to as the "Stimulus bill" is of great interest to the government contracting community. The bill's primary goal is to stimulate economic activity in the hopes of pulling the country out of the current recession. The bill focuses on the preservation and creation of jobs, as well as spending on various infrastructure projects. The recently launched Recovery.gov website indicates that the Stimulus money will be directed as follows:

* Tax Relief - $288 billion
* State & Local Fiscal Relief - $144 billion
* Infrastructure & Science - $111 billion
* Protecting the Vulnerable - $81 billion
* Health Care - $59 billion
* Education & Training - $53 billion
* Energy - $43 billion
* Other - $8 billion.

The New York Times indicates that of the $789 billion appropriated by the bill, $507 billion will go to spending programs and $282 billion will go to tax cuts.

As with most spending bills that are passed by the federal government, the potential for private sector business opportunities is great. With over $500 billion in spending, there is going to be a lot of money out there for good and services that will need to be procured. According to Government Executive, the spending will "likely be awarded in contracts to increase energy efficiency in federal buildings, expand health care information technology, and continue military construction projects. In addition, money will go to the state and local governments for 'shovel-ready' infrastructure projects".

Global Services expects an increase in contracts for the following markets areas for both primary and support services/products: Construction, Education, Energy, Health Care, Information Technology, Transportation and Security Solutions

In addition, with a continued focus on financial institutions through other economic recovery programs, there will be opportunities for companies that provide loan modification and other programs related to the recovery of the housing market.

 


It stands to reason that if the purpose of the American Recovery and Reinvestment Act of 2009 is to stimulate the economy quickly, government procurement methods must be provide quick, efficient, and cost-effective for the acquisition of products and services. This coupled with the fact that the federal acquisition workforce is currently considered understaffed, meaning the people necessary for managing various procurement processes are in short supply compared to the demand for future purchasing, it seems that existing procurement programs, such as the GSA Schedules Program and other established GWAC and IDIQ programs will provide the Government the best possible method of procurement for Stimulus-related dollars.

Similar thoughts on potential government procurement have been echoed in various media and press reports on the Stimulus Bill. According to Federal Times, there are a number of services that will probably be procured with Stimulus-related dollars that can be easily found off of the GSA Schedule Program. For example:

"Federal agencies will be getting money for IT system upgrades, IT security, and electronic medical records. In addition, the various management and oversight needs of the Stimulus will require money being spent on contractor staffing, administrative support, architectural, testing, training, and engineering services, as well as financial reporting and accounting services."

As a result we at Global Services have seen a large spike in businesses seeking to obtain a GSA Schedule in areas such as Information Technology (IT) 70, Healthcare IT on VA MAS Schedule, Mission Oriented Business Solutions (MOBIS) 874, Financial and Business Solutions (FABS) 520, Security Solutions 84, and Professional Engineering Services (PES) 871; Schedules 70 and 84 being of particular interest to companies because these contracts are open to state and local government purchases under cooperative purchasing. This is important as a large portion of the stimulus spending will go directly to state and local governments. In addition, we are also noticing a push for the product schedules where our clients can add their "green" business lines.

Given the wide range of products and services available and the ease of ordering through the existing GSA Schedule Program, there is no doubt GSA Contractors will see their fair share of governmental stimulus dollars.

Stimulus Bill Requires Firm-Fixed Price Contracts: Contractors looking for new business opportunities under the spending provisions of the new Stimulus Bill need to understand that Congress has inserted some language into the bill that will directly effect how government spending will occur. This important language requires agencies to use firm-fixed price contracts as much as possible.

The bill now reads:
"To the maximum extent possible, contracts funded under this act shall be awarded as fixed-price contracts through the use of competitive procedures. A summary of any contract awarded with such funds that is not fixed-price and not awarded using competitive procedures shall be posted in a special section of the Web site established in section 1526."

8(a) STARS II GWAC:

The General Services Administration (GSA) is currently in the process of releasing the 8(a) Streamlined Technology Acquisitions for Services (STARS II) RFP. The STARS II program is an information technology services GWAC intended to build upon the original, and very successful, 8(a) STARS program.

The STARS II program will be offered to agencies to procure information technology services while also meeting their 8(a) goals. The contract will have a $10 billion ceiling and will be categorized under NAICS code 541512.

A draft RFP is currently posted for review on FedBizOpps (www.fbo.com) under special notice number 2009MJC00002. 8(a) firms interested in bidding for this GWAC and should start reviewing the draft RFP on FBO immediately. GSA anticipates release of the Final RFP in mid to late April 2009.

Potential Web-Based Services Opportunity with TSA:

On February 20, 2009, the Transportation Security Administration (TSA) released an RFI for an Automated Passenger Wait Times Data Collection (APWTDC) system for tracking wait times at airport security checkpoints. TSA indicated that the potential systems should be capable of collecting wait times in an automated fashion which provides real time data reporting on an hourly basis, at a minimum, and in a format that can be posted in a web-based application. Solutions may be stand alone or integrated, but must be scalable for use in large and small airport facilities.

Lost on LinkedIn?:

We have all been there. You get 10, 20, 50 invitations to join LinkedIn and you finally do. Then you have 10, 20 or 50 connections, but no one is telling you why you are here or how to use it.
