In January 2011, the VA announced that small or veteran-owned businesses (VOSB, SDVOSB) must now provide the department with documentation proving their status before being considered for priority set-aside contracts.  The rule change, which implements a provision in the 2010 Veterans Benefits Act, is the department's latest effort to prevent unqualified firms from winning small business awards.

According to quotes in Government Executive magazine: "VA is committed to doing business with, as well as supporting and protecting, veteran-owned small businesses," Secretary of Veterans Affairs Eric Shinseki said. "Although the verification process may initially be a challenge to some small business owners and to VA, it's a necessary step to eliminate misrepresentation by firms trying to receive contracts that should go to service-disabled and other veteran-owned vendors."

VA maintains a list of qualified small and veteran-owned companies in its VetBiz.gov vendor information database which contracting officials use to determine set-aside contracts.  Until now, vendors could self-certify the accuracy of the information provided to VetBiz; however, officials with the Center for Veterans Enterprise must now verify the data as part of the VetBiz application process. The rule applies to small businesses claiming to be owned and controlled by veterans, service-disabled veterans or eligible surviving spouses.

Companies currently listed in VetBiz have been notified that they must provide certain business documents, including ownership paperwork.  Other companies wishing to be listed in the database and considered for future set-aside contracts will also have to submit application packages substantiating their status.   VOSB and SDVOSB firms must recertify their status annually to remain in the program.

The General Services Administration (GSA) plans to launch another Multiple Award Schedule in 2011 – the new SCIENCE SCHEDULE.   Potential contractors will be able to apply for a 5 year IDIQ contract to provide professional services in support of a wide array of Federal Customer Agency Research and Development projects.  According to GSA, the scope of the Science Schedule includes but is not limited to:  Pure and Applied scientific professional services (directed and non-directed research; classical inquiry, investigation, observation, experiment and studies) and Sub-Categories:

  • Natural Sciences:  physics, chemistry, astronomy, earth science, ecological sciences, life sciences/biology
  • Social Sciences: Anthropology, Economics, Geography, Sociology, Political Science
  • Cognitive Sciences: Computer science, Neuroscience, Linguistics, Psychology, Philosophy
  • Formal and Applied Sciences: Agronomy, Architecture, Military Science, Statistics, Systems Science, Health Sciences, Mathematics, Spatial Science including Avionics and Photonics.
